From the supplier: A study titled 'Financing State Government in the 1990's,' developed by a group of national state government organizations, has identified state tax reforms intended to improve state financing and increase conformity in fiscal policy. The study recommends that individual states reduce tax-based incentives and exemptions, that passthrough entities be taxed, that an interstate mail-order use tax be considered and that conflicts with federal taxation be resolved. The forms of taxation discussed include value added taxes, individual and corporate income taxes, and sales and use taxes.
